In Sparta women could move around as they wished. Spartans lived in their own villages, Perioikoi in their own and so did Helots.
In case there was a law that an Athenian woman should be accompanied when going in town, that doesn't mean that it is to the disadvantage of the women. Athens was a busy city with a lot of sailors, traders and visitors, who few of them could feel free to do harm, if they had the chance.
